Choosing a cloud migration partner is not simply a matter of finding a consultancy that can move servers to AWS, Azure or Google Cloud. Enterprise migrations involve application dependencies, identity, network architecture, data residency, security controls, licensing, operating models and the cost of running the environment after cutover. A provider that is strong at infrastructure relocation may not be the right partner for application refactoring, mainframe modernization or long-term cloud operations.
This shortlist compares eight providers with publicly described enterprise cloud migration and modernization capabilities. It is an evaluation starting point, not a paid ranking or a claim that these firms have identical delivery models. The best fit depends on workload type, cloud platform, regulatory requirements, internal skills and the level of ongoing support required.

What should an enterprise cloud migration partner actually deliver?
A credible provider should be able to explain how it moves from discovery to a stable operating environment. A slide deck about cloud benefits is not a migration plan. At minimum, the engagement should address:
- Application and infrastructure discovery: inventory workloads, owners, dependencies, data flows, performance baselines and technical constraints.
- Cloud disposition: decide whether each workload should be retired, retained, rehosted, replatformed, refactored, replaced or relocated.
- Target architecture: design identity, network, security, resilience, observability, backup, disaster recovery and environment separation.
- Migration waves: sequence workloads around dependencies, business criticality, change windows and rollback feasibility.
- Data migration and validation: define replication, consistency checks, reconciliation, retention and cutover responsibilities.
- Testing and release: test application behaviour, performance, integrations, security and recovery—not just whether a virtual machine starts.
- Operating model: define cloud operations, incident response, FinOps, patching, access reviews and ownership after go-live.
Eight cloud migration companies to evaluate
1. Accenture
Accenture describes cloud consulting capabilities across major cloud ecosystems, including AWS, Google Cloud and Microsoft. Its breadth can be relevant when migration is part of a wider programme involving application modernization, data platforms, security and changes to how IT services are delivered.
Consider it when: the estate is large, spans multiple platforms or requires business and technology transformation beyond moving infrastructure.
Ask: Who will lead architecture and delivery? Which work is performed by the proposed team versus subcontractors? How are migration waves, dependencies, cutover and financial accountability governed?
Potential limitation: large transformation engagements can introduce significant programme overhead. Require a clearly scoped first phase, named senior resources and acceptance criteria for each workload wave. Provider information: Accenture cloud services.
2. IBM Consulting
IBM Consulting positions its cloud migration services around public, private and hybrid environments, including application, data and data-centre migration. Its published capabilities cover discovery and assessment, modernization, technical debt remediation and work across AWS, Azure, Google Cloud and Oracle Cloud.
Consider it when: the organisation has a hybrid estate, complex legacy applications, data-centre consolidation or a modernization programme that must preserve critical systems.
Ask: How will dependencies be discovered and validated? Which workloads are candidates for rehosting versus refactoring? How will data integrity and operational continuity be proven?
Potential limitation: broad hybrid-cloud capability does not remove the need to test the proposed architecture against the actual application estate. Ensure the migration method is workload-specific. Provider information: IBM cloud migration consulting.
3. Deloitte
Deloitte’s cloud transformation practice combines cloud strategy with security, risk, analytics, industry solutions and operating-model considerations. That positioning can be relevant where migration decisions are tied to regulatory obligations, enterprise architecture, business transformation or a broader technology roadmap.
Consider it when: the programme needs executive-level strategy, risk alignment and coordination across business, technology and compliance stakeholders.
Ask: Which team will execute the migration? How will advisory recommendations translate into delivery ownership? Are cloud security, regulatory requirements and FinOps included in the scope?
Potential limitation: strategy and assurance work should not be confused with hands-on migration delivery. Confirm the accountable implementation entity and the commercial boundaries between advisory and execution. Provider information: Deloitte cloud transformation.
4. Capgemini
Capgemini is a candidate for enterprises evaluating cloud transformation alongside application engineering and modernization. Buyers should assess its proposed team against the actual platforms, application types and industry constraints in scope rather than relying on broad transformation positioning alone.
Consider it when: cloud migration is connected to application portfolio modernization, engineering changes or a wider global delivery programme.
Ask: Which cloud platforms and workloads are covered by the named team? What is the approach to application testing, refactoring and DevSecOps? How are delivery locations and handoffs managed?
Potential limitation: capability can vary by geography and practice. Validate relevant references and named specialists for the exact workload category before selection.
5. Infosys
Infosys describes cloud advisory, assessment, migration and modernization services that include application and database rehosting, replatforming, containerization, cloud-native development and cost management. Its published approach also references automation and repeatable migration execution.
Consider it when: the enterprise has a large application portfolio and needs structured assessment, migration waves and repeatable delivery methods.
Ask: How is workload disposition decided? Which tasks are automated and which require manual remediation? How will cost, performance and business continuity be measured after migration?
Potential limitation: a migration factory can create throughput, but it must not treat every workload as interchangeable. Require exceptions and high-risk applications to receive individual architecture review. Provider information: Infosys cloud migration and modernization.
6. HCLTech
HCLTech describes cloud consulting across strategy, migration, application modernization, cloud-native development, security, managed services and cost optimization. Its hybrid-cloud offering includes public cloud platforms and cloud operations capabilities.
Consider it when: infrastructure transformation, hybrid cloud and ongoing operations are important parts of the programme.
Ask: How are network, identity and security controls designed? How will FinOps be embedded into operations? What service levels apply after the migration team hands over?
Potential limitation: the proposed solution must be assessed for the enterprise’s actual platform mix and regulatory context. Confirm the exact delivery scope rather than assuming every service line is included. Provider information: HCLTech cloud services.
7. Cognizant
Cognizant describes cloud migration and modernization services spanning lift-and-shift, cloud-native transformation, application assessment, dependency mapping, migration planning and quality engineering. Its approach is relevant when an application estate requires structured discovery and testing as well as migration execution.
Consider it when: the enterprise has a substantial application portfolio and needs migration planning tied to application modernization and quality assurance.
Ask: How are dependencies mapped? What testing is automated? How are business owners involved in validation and cutover approval?
Potential limitation: migration accelerators do not guarantee that an application is suitable for a particular cloud architecture. Request workload-level assumptions and evidence from comparable environments. Provider information: Cognizant cloud solutions.
8. Rackspace Technology
Rackspace Technology describes cloud adoption and migration services that begin with workload assessment and strategy, then cover migration planning, execution, validation and ongoing managed cloud operations. It may be worth considering when an organisation wants specialist cloud support beyond the initial move.
Consider it when: the internal IT team needs help with cloud strategy, migration execution and ongoing operations across supported cloud platforms.
Ask: Which workloads and cloud platforms are supported by the assigned team? What is included in managed services? How are cost optimization, incident response and recovery tested?
Potential limitation: managed service scope and platform expertise must match the environment. Confirm service boundaries, escalation paths and exit arrangements before contracting. Provider information: Rackspace cloud migration.
How to choose the right cloud migration provider
| Enterprise requirement | Provider profiles to investigate | Evidence to request |
|---|---|---|
| Multi-cloud or large transformation | Accenture, IBM Consulting, Deloitte, Capgemini | Comparable programme references, architecture ownership and delivery governance |
| Legacy application and data-centre modernization | IBM Consulting, Infosys, Cognizant, HCLTech | Dependency mapping, remediation methods and workload-specific migration plans |
| Hybrid cloud and steady-state operations | IBM Consulting, HCLTech, Rackspace Technology | Operations model, service levels, resilience and FinOps practices |
| Migration factory and repeatable waves | Infosys, Cognizant, Accenture | Automation boundaries, exception handling and wave acceptance criteria |
| Strategy, risk and operating-model change | Deloitte, Accenture, IBM Consulting | Business case, risk assessment and clear separation of advisory and execution |
This is a shortlist by capability emphasis, not an independent performance ranking. The same provider can be a strong fit for one workload and a poor fit for another.
Cloud migration cost: build a realistic business case
Cloud migration does not guarantee lower infrastructure costs. Savings depend on workload rightsizing, licensing, storage, network egress, architecture, support and the discipline of ongoing consumption management. A lift-and-shift migration can preserve inefficient workloads in a new billing model if optimization is postponed.
- Discovery and assessment: application inventory, dependency mapping, technical debt and migration planning.
- Migration execution: tooling, engineering, data transfer, remediation, testing and cutover.
- Cloud consumption: compute, storage, databases, network, backup, security and observability.
- Licensing: operating systems, databases, middleware, third-party software and support agreements.
- Resilience: high availability, disaster recovery, backup retention and recovery testing.
- Operations: monitoring, incident response, patching, FinOps, security reviews and managed services.
- Business disruption: downtime windows, parallel running, retraining and process changes.
Compare at least three scenarios: retain and optimize the current estate, migrate with minimal changes, and migrate with selective modernization. Use a three-year total-cost model and include a sensitivity case for higher cloud consumption and delayed decommissioning.
Questions to ask before signing a migration contract
- Which workloads are in scope, and who owns the completeness of the application inventory?
- What disposition decision is proposed for each workload, and why?
- How will dependencies, identity, network flows and data residency be validated?
- What are the acceptance criteria for each migration wave?
- How are performance, security, resilience and disaster recovery tested?
- What is the cutover and rollback plan for business-critical workloads?
- Which cloud consumption and licensing assumptions underpin the business case?
- Who owns the cloud environment after go-live, including FinOps and incident response?
- What deliverables, documentation and knowledge transfer are included?
- How can the customer transition to another provider or internal operations team?
Final recommendation
Do not select a migration provider solely by brand size, hyperscaler badges or a promised percentage of savings. Shortlist firms with relevant workload experience, a transparent migration method, named delivery leaders and a credible post-migration operating model. Start with a representative pilot that tests discovery, dependency mapping, security, data movement, performance and rollback—not just a successful server launch.
Editorial note: Provider descriptions are based on publicly available service information. This is not a paid ranking, partner certification or independent assessment of delivery quality. Capabilities vary by region, team and contract; validate named resources, references and current partner status before procurement.
